
WASHINGTON — In the wake of high-profile ballistic assaults on electrical substations in North Carolina and the Pacific Northwest, federal law enforcement and energy regulators have issued a Joint Intelligence Bulletin urging electric utilities to implement immediate physical perimeter hardening.
WASHINGTON — A comprehensive Joint Intelligence Bulletin issued by the FBI, the Department of Homeland Security, and the National Counterterrorism Center has sounded an urgent alarm over the physical vulnerability of the nation’s electric power distribution grid.
The bulletin follows the December 2022 coordinated rifle attack on two Duke Energy substations in Moore County, North Carolina, which knocked out power to more than 45,000 residents for nearly a week during freezing weather, as well as subsequent physical attacks and sabotage incidents targeting electrical infrastructure in Washington state, Oregon, and Nevada.
The Fragility of Extra-High-Voltage Transformers
The primary concern for federal energy regulators is the extreme physical vulnerability of Extra-High-Voltage (EHV) power transformers. These massive components—often weighing several hundred tons and costing millions of dollars—are custom-engineered and can take up to two years to manufacture and deliver from overseas suppliers.
Most rural and suburban substations are enclosed only by basic chain-link fencing, leaving critical transformer radiator fins and ceramic bushings directly exposed to long-range rifle fire. When high-powered rifle rounds penetrate the transformer casing, cooling oil drains rapidly, causing the internal core to overheat and suffer catastrophic, irreparable structural failure within minutes.
Recommended Physical Defensive Countermeasures
The bulletin advises electric utility owners and grid operators to urgently adopt defensive perimeter hardening measures, including:
- Opaque Ballistic Shielding: Installing modular concrete ballistic walls or metal sight-line barriers around critical transformer banks to deny adversaries standoff visual targeting.
- Acoustic Gunshot Detection: Deploying acoustic sensor arrays integrated with automated pan-tilt-zoom cameras to pinpoint gunfire coordinates and dispatch local law enforcement within seconds.
- Thermal and Seismic Perimeter Sensors: Integrating infrared thermal cameras and buried fiber-optic perimeter cables to detect fence breaches and ground approach in rural environments.
Federal Energy Regulatory Commission (FERC) Chairman Willie Phillips stated that the commission is reviewing whether mandatory physical security standards under NERC CIP-014 must be expanded to encompass hundreds of additional regional distribution substations. As domestic extremists continue to discuss grid sabotage as an accelerationist tactic on encrypted messaging channels, safeguarding physical grid components has become an urgent homeland security priority.
