Port Security Modernization: Biometrics and Automated Container Screening

By Christopher Prawdzik | In Top411, Transportation | January 14, 2019

More than 11 million shipping containers arrive at United States commercial seaports every year. Balancing the expeditious flow of global commerce with the existential requirement to detect illicit narcotics, radiological material, and counterfeit microelectronics represents one of the most demanding operational missions in the Department of Homeland Security portfolio.

At primary deep-water facilities including the Port of Los Angeles, Port of Long Beach, Port of New York and New Jersey, and Port Houston, U.S. Customs and Border Protection (CBP) and the U.S. Coast Guard are operationalizing next-generation non-intrusive inspection (NII) technologies that scan container contents at driving speeds.

Drive-Through Gantry Systems and Spectral Imaging

Legacy inspection protocols frequently necessitated physical de-vanning of containers, a labor-intensive process that consumed up to eight hours per twenty-foot equivalent unit (TEU). New high-energy multi-view X-ray portals generate tomographic density slices of fully loaded tractor-trailers moving at speeds up to 10 miles per hour.

These scanning portals couple gamma spectroscopy sensors with machine-learning material discrimination algorithms, instantly alerting CBP officers to anomalous organic compounds (such as synthetic opioids) or high-Z shielding materials consistent with radioactive isotope containment.

Biometric TWIC Credentialing and Cyber Vulnerabilities

Securing physical cargo is only half the mandate. The Transportation Worker Identification Credential (TWIC) ecosystem is undergoing nationwide biometric modernization to prevent credential counterfeiting by organized criminal cartels.

Concurrently, maritime port automation introduces fresh cyber risks. Ship-to-shore gantry cranes manufactured by foreign conglomerates are undergoing rigorous federal hardware provenance audits following intelligence findings regarding unauthorized cellular modem modems and diagnostic backdoors.
