Department of Energy and FERC Enforce Mandatory Geomagnetic and EMP Standards for Bulk Power System

WASHINGTON — The Federal Energy Regulatory Commission and the North American Electric Reliability Corporation have finalized binding reliability standards requiring electric transmission utilities to install physical defenses against extreme geomagnetic storms and electromagnetic pulse threats.

WASHINGTON — In a major national resilience mandate, the Federal Energy Regulatory Commission (FERC) and NERC issued final compliance orders requiring electric utilities operating the bulk electric power system to harden high-voltage substations against the destructive impacts of space weather and high-altitude electromagnetic pulse (HEMP) detonations.

The binding standard, designated FERC Order 893, culminates years of scientific debate regarding the existential threat posed by severe solar coronal mass ejections (CMEs)—such as the historic 1859 Carrington Event—and adversary high-altitude nuclear weapon detonations designed to generate destructive electromagnetic pulse waveforms.

Shielding Extra-High-Voltage Transformers from Core Saturation

The primary vulnerability of the North American electric grid lies in its vast network of Extra-High-Voltage (EHV) power transformers operating at 345 kilovolts and above. When an intense geomagnetic storm or E3 electromagnetic pulse induces Geomagnetically Induced Currents (GIC) into long-distance transmission lines, these low-frequency currents enter transformer neutral grounds, causing magnetic core saturation.

Core saturation leads to extreme thermal overheating, breakdown of internal insulating oil, and catastrophic transformer destruction. Because high-voltage transformers take up to two years to manufacture and deliver, simultaneous transformer failures across multiple regional grids could result in multi-month, nationwide blackouts.

Mandatory Technical Controls and Emergency Transformer Reserves

Under Order 893, electric transmission operators must implement a multi-layered defense architecture:

  • Neutral Ground Blocking Devices: Installing specialized capacitive neutral blockers that permit standard AC grounding while physically preventing DC ground currents from entering transformer windings.
  • Real-Time GIC Telemetry: Deploying real-time geomagnetic induced current monitors across all critical substations, tied directly into regional transmission organization (RTO) control centers.
  • Strategic Transformer Spares: Participating in the National Grid Spare Transformer Reserve, ensuring pre-positioned, mobile high-voltage replacement transformers are staged within 48 hours of critical transmission corridors.

“A resilient bulk power system is the foundation upon which all other critical infrastructure sectors depend,” FERC Chairman Willie Phillips declared. “Hardening our bulk power grid against geomagnetic disturbances and EMP threats is not merely an engineering challenge—it is a vital matter of national survival.”
