WASHINGTON — President Joe Biden has signed an Executive Order granting the U.S. Coast Guard sweeping new regulatory authorities to secure commercial maritime ports against foreign cyber espionage and potential physical sabotage targeting ship-to-shore cargo cranes.
WASHINGTON — In a major national security intervention targeting the maritime supply chain, the White House unveiled Executive Order 14116, directing over $20 billion into domestic port security and authorizing the U.S. Coast Guard to enforce mandatory cybersecurity baselines across commercial maritime terminals.
The executive action addresses growing alarm among defense and intelligence officials over foreign-manufactured ship-to-shore (STS) gantry cranes operating at major American seaports. More than 80 percent of the massive container cranes unloading container ships at U.S. commercial ports were manufactured by Shanghai Zhenhua Heavy Industries (ZPMC), a Chinese state-owned enterprise.
Intelligence Warnings Over Embedded Telematics
Classified congressional investigations and military intelligence reviews revealed that many ZPMC cranes contain sophisticated cellular modems, sensors, and remote diagnostic controllers that were not requested or specified in terminal purchase orders. Intelligence analysts warned that these embedded modems create a direct backchannel communication path to Beijing, potentially allowing foreign operators to monitor military logistics shipments or remotely disable crane operations during a geopolitical crisis.
“Our ports process trillions of dollars in commercial cargo each year and serve as vital power projection platforms for military deployments,” said Rear Adm. John Vann, commander of Coast Guard Cyber Command. “If an adversary were to maliciously compromise crane controls or port management systems, they could bring container logistics across our entire coastline to a dead halt without firing a shot.”
Mandatory Cyber Directives and Domestic Re-Shoring
Under the new executive order, the Coast Guard issued a Maritime Security Directive mandating that port facility operators immediately inspect all foreign-built cranes, sever unauthorized cellular and Wi-Fi modems, and implement continuous cyber threat monitoring.
Simultaneously, the administration announced plans to revitalize domestic crane manufacturing through partnerships with PACECO Corp., a U.S. subsidiary of Japan’s Mitsui E&S, marking the first time in over thirty years that commercial ship-to-shore container cranes will be produced on American soil. The initiative reflects a broader bipartisan push to de-risk critical infrastructure supply chains from foreign state-directed interference.
