WASHINGTON — Bipartisan leaders on the House and Senate Armed Services Committees have finalized the FY2027 National Defense Authorization Act, adding $4.8 billion in surge procurement to expand production capacity for Patriot, THAAD, and Glide Phase Interceptors.
WASHINGTON — Drawing urgent operational lessons from the conflict in Ukraine, maritime engagements in the Red Sea, and escalating missile capabilities across the Indo-Pacific, congressional defense committees have authorized historic investments to replenish and dramatically expand America’s integrated air and missile defense inventories.
The compromise conference report for the FY2027 National Defense Authorization Act (NDAA) includes a specialized $4.8 billion procurement surge explicitly targeted at expanding production bottlenecks across the domestic missile industrial base.
Surging Munitions Production and Expanding Factory Capacity
The legislative package provides multi-year procurement authorities for critical interceptor systems, giving defense contractors the contractual stability needed to construct new manufacturing facilities and hire thousands of specialized engineers:
- Patriot Advanced Capability-3 (PAC-3 MSE): Funding to surge annual production from 550 to over 1,000 interceptors annually to support both U.S. Army requirements and foreign military sales to NATO and Indo-Pacific allies.
- Standard Missile-6 (SM-6): Expanding Navy multi-mission interceptor capacity to defend carrier strike groups against anti-ship ballistic missiles and hypersonic cruise missiles.
- Glide Phase Interceptor (GPI): Accelerating development of the joint U.S.-Japan hypersonic interceptor designed to be launched from Aegis destroyers to destroy maneuvering hypersonic boost-glide weapons in their mid-course glide phase.
Overcoming the Solid Rocket Motor Bottleneck
Lawmakers directed over $750 million into domestic energetic chemical manufacturing and automated solid rocket motor production facilities. For years, the Pentagon relied on only two primary domestic suppliers for solid rocket motors, creating a single-point failure that throttled interceptor delivery timelines.
“The war in Ukraine and missile duels in the Middle East have delivered an unmistakable message: magazine depth matters,” said House Armed Services Committee Chairman Mike Rogers (R-Ala.). “In a contested conflict with a peer adversary, America cannot afford to run out of interceptors in the first three weeks of combat. This bill rebuilds our arsenal of democracy and ensures our warfighters possess the defensive shields required to deter great power aggression.”
