Interview: Operational Integrity and Forward Defense at Border Ports of Entry

By Christopher Prawdzik | In Border Security, Top411 | February 10, 2019

In this edition of Profile411, Homeland411 sit down with senior leadership to explore how cutting-edge surveillance technology, autonomous border towers, and multi-spectral sensors are transforming day-to-day operations along thousands of miles of rugged international boundary.

Homeland411: How significantly has autonomous sensor technology changed the tactical picture for agents in the field over the last three years?

Interviewee: The difference is night and day. Historically, an agent patrolled a linear line on horseback, in a 4×4 vehicle, or on foot, relying entirely on visual ‘cutting of tracks’ in the sand. Autonomous surveillance towers (ASTs) powered by artificial intelligence can continuously scan a five-to-ten-mile radius, automatically classify vehicles versus animals versus pedestrians, and deliver geolocated coordinates directly to mobile field tablets. It allows a single watch officer to monitor vast sectors that previously required dozens of personnel.

Homeland411: Transnational criminal organizations adapt quickly. What counter-technologies are cartels deploying against federal agents?

Interviewee: We see heavy reliance on commercial drones for counter-surveillance. Cartel spotters fly small quadcopters to track agent deployment rotations in real time. They also invest heavily in encrypted communications, cellular jammers, and non-metallic concealment compartments in commercial freight. That is why federal non-intrusive inspection (NII) portals at legal ports of entry are so crucial.

Homeland411: What is the most misunderstood aspect of border security from a Washington policy perspective?

Interviewee: That there is a single silver bullet—either just a wall, or just software, or just more personnel. In reality, effective border security is a balanced stool: physical infrastructure where geography demands it, advanced technology for continuous visibility, and well-trained, supported personnel with clear legal authorities to interdict.
